ShoreRivers invites bids for the construction of a stream restoration on Poor House Run, an urban stream in Denton, MD. The stream restoration contract will also include the design, permitting, and replacement of a culvert along 5th Street, just north of Legion Road.

Questions can be submitted prior to and after the pre-bid meeting. All questions and answers will be compiled and provided to parties prior to bid opening. All questions must be submitted by 5pm, February 20, 2026. Questions may be submitted in email form to: Whitley Gray at wgray@shorerivers.org and William Ryall at wryall@shorerivers.org. Questions will be answered by the appropriate individuals and all answers will be shared with all bidders. 

  • Bids Due: 3pm, February 27, 2026 

  • Project construction must be complete: March 1, 2027 

  • Mandatory Pre-Bid Meeting: 9am, January 16, 2026 

  • Deadline for final submission of questions: 5pm, February 20, 2026

A. SUBMISSION OF BIDS

I. All proposals must be submitted using the attached Proposal Form, give the price for each item of the proposed work, and be signed by the Bidder with their name and address. No Bidder may withdraw their bid within 30 calendar days after the bid receipt deadline.

II. Electronically mailed bids are preferred.

III. Paper bid forms shall be signed and submitted in a sealed envelope clearly identified on the outside of the mailing envelope with the name of the project. If the bid is submitted electronically, project name shall be clearly identified in the subject line.

B. DELIVERY OF BIDS

I. Bids should be mailed or hand carried to 114 S. Washington Street, Suite 301 Easton, MD 21601 OR submitted electronically to William Ryall at wryall@shorerivers.org and Whitley Gray at wgray@shorerivers.org prior to the announced bid deadline. Bids received after said time or delivered to the wrong location will be returned to the Bidder unopened.

II. If you are delivering the bid in person, please allow time to park and walk to the ShoreRivers’ office. It is fully the responsibility of the Bidder to ensure that the bid is received on time.

III. ShoreRivers will not speculate as to reasonableness of the postmark, nor comment on the apparent failure of the public carrier to have made prompt delivery of the bid.

C. QUESTIONS/ADDENDUM

I. The Bid Solicitation Package is subject to change in the form of an addendum. Questions must be addressed, via email, to William Ryall at wryall@shorerivers.org and Whitley Gray wgray@shorerivers.org.

II. It is the Bidder’s responsibility to make sure all addenda are acknowledged in their bid. Failure to do so could result in the bid being disqualified.

D. QUALIFICATIONS

I. The Bidder must be in compliance with the laws regarding conducting business in the State of Maryland.

II. If the Bidder is a qualified vendor of ShoreRivers for the implementation of stream restorations, no project examples or references are required.

III. If the bidder is not a ShoreRivers qualified stream restoration vendor, the Bidder shall provide:

1. Examples of at least two stream restoration construction projects performed within the past 10 years. The following information should be included:

a. Client’s name, point of contact, address, and telephone number and/or email

b. Description and location of related projects and year of completion

c. Key personnel involved

d. Photo documentation of completed project.

2. At least two references (name, company, title, address, email, and telephone number) for construction of similar work.

All bidders, including those pre-qualified by ShoreRivers for stream restoration construction, must provide:

3. Examples of two culvert design and replacement projects performed within the past 10 years. The following information should be included:

a. Client’s name, point of contact, address, and telephone number and/or email

b. Description and location of related projects and year of completion

c. Key personnel involved

d. Photo documentation of completed project.

4. At least two references (name, company, title, address, email, and telephone number) for any required stream restoration and/or culvert design and construction work as specified above.

E. EXCEPTIONS

I. Any exceptions to the specifications requested should be marked on the bid form and listed on a separate sheet of paper attached to the bid.

II. An exception to the specifications may not necessarily disqualify the bid. ShoreRivers will determine if the exception is an essential deviation or a minor item.

III. In the case of a minor deviation, ShoreRivers maintains the option to award to that Bidder if it determines the performance is not adversely affected by the exception.

F. APPROVED EQUALS

I. In all specifications where a material or article is defined by describing a proprietary product or by using the name of a vendor or manufacturer, it can be assumed that an approved equal can be substituted.

II. The use of a named product is an attempt to set a particular standard of quality and type that is familiar to the engineer and ShoreRivers. Such references are not intended to be restrictive.

III. However, ShoreRivers shall decide if a product does in fact meet or exceed the quality of the specifications listed in the solicitation. It shall be the responsibility of the Contractor that claims their product is an equal to provide documentation to support such a claim.

G. SALES TAX

I. According to the Office of the Comptroller of Maryland, a Contractor is responsible for paying sales tax on their purchases relating to any projects or services and should incorporate it into their bid.

II. Contractors cannot use ShoreRivers’ tax exemption to buy materials or products.

H. DELIVERY

I. All items shall be delivered F.O.B. destination and delivery costs and charges included in the bid unless otherwise stated in the specifications or bid form.

I. INSURANCE

I. The Bidder shall provide ShoreRivers with Certificates of Insurance within 10 days of bid award notification evidencing the required coverage as described in the attached Proposal Form.

II. Bidder must provide Certificates of Insurance before commencing work in connection with the Contract.

III. The successful Bidder must be bonded to ShoreRivers for a sum equal to 100% of the amount of the proposal according to the form of bond attached.

J. BID EVALUATION

I. Bid tabulations will be emailed to all Bidders within two business days of the bid due date.

II. Bid evaluations typically take one week.

K. RIGHT TO REJECT

I. ShoreRivers reserves the right to reject any and/or all bids or to waive any technicality it deems in the best interest of ShoreRivers.

L. AWARD OF BID

I. ShoreRivers shall award the bid to the best, responsive and responsible Bidder complying with the terms of the invitation to bid. A contract, if 6 awarded, will be based on price, qualifications, experience, and responsiveness.

II. All bid awards are contingent upon available funding.

III. ShoreRivers reserves the right to award a bid by individual items, in aggregate, or in combination thereof as deemed necessary to fulfill the anticipated requirements.

IV. ShoreRivers reserves the right to not award the bid to any Bidder.
